一、概述
这个标准及其要求的概念系基于“无有害物质产品及制程若能有效地与管理原则整合”。此规范乃附加于ISO 9001质量管理体制(QMS)架构中，期以完整、系统化及透明的流程管理及管制来达成HSF目标。

1.    IECQ QC 080000 Hazardous Substance Process Management System Requirements (IECQ HSPM).
2.    EU RoHS Directive and its published amendments, and/or China RoHS 2.   
3.    Other applicable legislation, such as Packaging Directive, Battery Directive, WEEE, etc
4.    Customer specific requirement

三、The applicant should meet the following conditions:
1.    The applicant shall be a manufacturers, suppliers, repairers, maintainers and service providers (and their supply chain) of electrotechnical component products. This applicant shall be a legal entity.
2.    The applicant shall have developed and implemented an ISO 9001 quality management system (QMS) or equivalent QMS.
